The "Board of Peace", which is scheduled to meet for the first time in Washington tomorrow, Thursday, is formally based on UN Resolution 2803, which the Security Council on 17. November 2025. It is intended to support the implementation of the Gaza peace plan. To this end, it provides for the establishment of the International Stabilization Force, an international force of 20,000 soldiers, which is intended to enforce the disarmament of Hamas and act as an order power. Political control should lie with the "Board of Peace". There are numerous ambiguities, formulated with restraint. For example, it is not clear what the so-called peace plan actually means. Since the beginning of the ceasefire in October, almost 600 Palestinians have been killed by Israeli soldiers, most of them civilians. Israel holds more than half of the Gaza Strip occupied and continues to destroy the structural infrastructure; according to UN data, 80 percent of all buildings are still just rubble and ash. In addition, as the former diplomat and director of the German Orient Institute (DOI), Andreas Reinicke, states, "a creeping annexation of the West Bank" is progressing. 1] Israel is preparing its "complete takeover", judges Reinicke.
If this is removed from the two-state solution all basis, the Trump administration has also proceeded to transfer the referral to the Gaza peace plan to a sub-body of the "Board of Peace": the Gaza Executive Board with a High Representative, which is to exercise a new colonial rule over the Gaza Strip as a new mandate power - as in the past Great Britain (german-foreign-policy.com reported [2]). The "Board of Peace" itself is thus free for activities similar to those of the UN Security Council. For example, the Africa representative of US President Donald Trump, Massad Boulos, recently stated that a "peace plan" for Sudan should first be presented to the UN Security Council and then to the "Board of Peace". When asked whether the "Board of Peace" was in fact a rival with the UN Security Council, Boulos replied: "They are equivalent."[ 3] The "Board of Peace" is personally subordinated to Trump, who runs it for life, appoints and removes members at will, approves or rejects resolutions and appoints his successor. The body itself, which is run like a family business, is predominantly owned by US billionaires from Trump's personal background. Important international tasks that have so far been the responsibility of the United Nations are thus becoming a private matter for US oligarchs.[ 4]
So far, around 20 countries have officially joined the Board of Peace, including two EU members - Hungary and Bulgaria. Four other EU countries have now accepted the invitation to participate in the first meeting of the "Board of Peace" on Thursday as observers - Italy, Romania, Greece and Cyprus. For Romania, President Nicușor Dan wants to personally travel to Washington for the meeting. In addition, the EU is sending Mediterranean Commissioner Dubravka Šuica to the US capital. This is not to be understood as accession, it is said in Brussels; Šuica should only attend the part of the meeting that deals with the Gaza Strip - with the aim of ensuring the participation of the EU in the reconstruction of the area. 5] However, the EU's cooperation with the Trump committee now extends beyond that. For example, the meeting of EU foreign ministers, which is announced for next week, is attended by Bulgarian diplomat Nickolay Mladenov, who is the High Representative of the Board of Peace for Gaza. 6] According to reports, the EU decided to send Šuica after the British former Prime Minister Tony Blair had advocated for it with the Commission. 7] Blair is known in the Middle East above all as one of the main perpetrators for the criminal Iraq war of 2003.
While the EU is moving forward to legitimize it with the gradual start of direct cooperation with the "Board of Peace", plans for the dispatch of an international armed force, the International Stabilization Force, to the Gaza Strip are progressing. Indonesia is ready to provide around 8,000 of the planned 20,000 soldiers. It has already begun its training and states that it will be able to send around 1,000 soldiers to the Gaza Strip as early as April. The process is accompanied by numerous ambiguities. For example, Indonesia's Foreign Ministry states that the country's troops are "not involved in hostilities or other activities" in the Gaza Strip that would bring them "into direct confrontation with any armed groups". 8] However, as mentioned, UN Resolution 2803 provides, among other things, for the disarmament of Hamas. In addition, the Foreign Ministry in Jakarta states that all attempts to change the demographic composition of the Gaza Strip or to forcibly relocate the Palestinian population are clearly rejected. But that's exactly what Israel is aiming for. Indonesia's President Prabowo Subianto not only wants to participate in the meeting of the "Board of Peace" in Washington on Thursday, but also to sign an agreement on US tariffs. Trump usually uses such agreements to blackmail concessions.
The Trump administration's efforts to establish the "Board of Peace" in the first step alongside the UN Security Council to replace it in the long term are intensified, while the United Nations warns that its financing is only secured until July due to lack of contributions. The UN's annual budget for 2026 amounts to US$3.45 billion. The UN headquarters in New York recently estimated the current missing funds at 2.2 billion US dollars; 95 percent of which are unpaid contributions from the USA.[ 9] In addition, Venezuela owed 38 million US dollars and Mexico 20 million US dollars. While Mexico wants to transfer the sum quickly, Venezuela is not able to do so due to US sanctions. Without new funds, the UN would have to stop its work completely in the summer, confirmed UN Secretary-General António Guterres. Then Trump's "Board of Peace" could finally take their place. World affairs would thus become a private matter of a real estate billionaire from the USA.
